when I switch between 15x zoom on video and want to go back to camera it often freezes and doesn't respond. is this something that will be fixed by an update, is this happening to anyone else? or is it a software issue?

I found the solution. You need to go to accessibility settings and disable “zoom”. This feature has a bug which is incompatible with camera zoom at the moment.

You need to have Apple perform diagnostics on your iPhone. It can be done in person at an Apple Retail Store or at an Apple Authorized Service Provider. You can also contact Apple Support and request remote diagnostics.

What does switching zoom on video mean? Do you mean you’re in video mode and zooming the lens, something freezes? Is it freezing when you switch from movie to photo it freezes? If so, what role does the zoom play?
Please explain in more detail what you’re doing and experiencing.

Exactly. If I want make a picture after I use video zoom, camera is stuck. And it's more and more often, doesn't matter on light, battery etc.
