I have a teenage daughter; she created her own Apple ID when I purchased her the iPhone 15. Now, I am trying to access her phone but she refuses to provide passcode. Is there a way to access her phone without deleting the Data? Or knowing what email/apple id she is using on the phone?

Nope! Deleting all the data is the only way. It will still be locked to her Apple ID though. Removing the Activation Lock is possible by providing purchase receipts to Apple.

In the future, you can add Screen Time Restrictions to prevent any changes of the Apple Account Password, or the Passcode after you set it up how you like.

1). Yes. iCloud is a web based service that he can accessed via WiFi. If you disconnect cell service the phone will still be able to connect to a wifi network.
2). She will voluntarily have to provide her Apple ID and account PASSWORD (which is NOT the same as the phone PASSCODE). iCloud can be accessed for ANY device (iPhone, iPad, computer) that is able to connect to the Internet.
