Why can't I add a test Visa or Mastercard to Apple Pay on my iPhone for sandbox testing?

I followed all the guidelines for setting up Apple Pay on my iPhone for testing:

Created a new Apple ID for the sandbox account.
Added this Apple ID to the Test Accounts (in the Users and Access menu in Apple Developer).
Added the Apple ID to the Sandbox account on my iPhone.
Ensured that the Apple Store, Apple ID (Sandbox account), and region on the device are all set to Singapore.
Restarted my device.
Opened the Wallet app and attempted to add test cards using the website: Sandbox Testing - Apple Pay - Apple Developer

I also tried to add a card through Settings -> Wallet & Apple Pay.

However, the result is always "Invalid Card." I have spent a lot of time but have not found any solutions. Does anyone have any ideas or solutions for this issue so I can add a test card?

I spent a lot of days were spent trying to solve this issue, and it seems silly. All configurations and setups are correct. I tried to add the card on three devices (iOS versions 15, 15, and 16). At this time, the latest iOS version is 18. Finally, I tried it on iOS 17, which is closest to 18, and I was able to add the test card normally. Hope this helps!
