Tried resetting network settings.
Tried force restarting
Can’t turn VPN off to see if that makes a difference though
Still can’t update apps now or use them such as WhatsApp stuck on waiting

I just had the same problem. Automatic updates weren't working, and when I tried to start manual updates they just blinked but wouldn't download.
After resetting my phone and router multiple times, I turned WiFi off on the phone and tried the updates manually over cellular. That is working for me. I just installed 9 updates individually and 24 more using Update All.
