Can't click anything within Apple Notes text

Experiencing a very strange bug with Apple Notes.

I cannot click anything within the text field if the note is contained within the main Notes window.

I can use the keyboard to move the cursor around but not the trackpad or mouse.

If I pop that same note out to its own floating window, I can use it normally.

The buttons on the top work fine, this issue is limited to the text field itself.
