Rebooted the app application. Rebooted the TV. Voice track seems to work on other apps such as Netflix and YouTube. Voice track will not play severance or other Apple plus content. The background music track is audible.

This seems to indicate surround sound audio but stereo speakers. Most of the dialog in surround sound audio tracks is in the Center Channel, which is absent with stereo speakers.
The solution is to set your TV or TV-connected streaming device to use Stereo audio, so that a stereo track is used instead, or alternatively the surround sound track is downmixed to stereo.
