The M3 Pro MBP has three USB-C ports; have you tried each port? Note when you change ports to research a problem like this it's best to shut down the MBP before swapping the USB cable into a different port.
Note also that on the M3 MBP the USB-C port closest to the magsafe connector is also the DFU port; there have been reports that sometimes USB devices don't behave properly when plugged into that port.
What cable are you using to connect your 2i2? Is it a USB-B to USB-C cable, or is it an older USB-B to USB-A cable that you are using with a USB-A to USB-C plug adapter? (The "B" connector is the one that plugs into the back of the 2i2.)
When you have the 2i2 plugged into your MBP, go to System Report and see if it is listed under Hardware > USB. (Option-click the Apple icon in the upper left of your display, then select System Information from the dropdown.)
