Bootcamp control panel not accesseble in Macbook Pro W10

Windows 10 pro installed on macbook pro Monterey. All works well except Ctrl key cannot be ativated, access to Boot camp control panel denied. It means that Windows short cuts cannot be used

clicking on bootcamp control panel brings error message: no admin privileges. Windows 10 Macbook pro. I am the administrator also been activated in registry. Without Bootcamp I cannot activate cntrl key, hence no Windows shortcuts available.

Is this why I cannot open the application? How do I fix it?
