That is kind of like asking the post office why you are getting junk mail. Anyone can communicate with you either by phone number or email, what you do with that communication is up to you. Apple is not a middleman in vetting your communications or reading your emails, and I don't think you would want them to do that. They do provide a support article to help you recognize these scams and offers a couple of ways to report them.

I could craft an email, purporting to come from any company. How would you expect Apple to stop me for doing that? Your expectation Apple has the ability to stop scammers is unrealistic. You can report Phishing to Apple at this email address: reportphishing@apple.com

Who would they send the cease & desist to? The emails addresses are spoofed, so they do not identify the sender. When one email address is blocked, they simply use a different one. The phone number that they provide in the email are changed frequently. Along with reporting the email to Apple using the previous link, you can also report it to the FTC.
The truth is that they will never stop, which I why you need to be able to recognize these scams. Just by following this single rule, you will have nothing to worry about: "Never call a number or click a link in any email and provide personal information". That is true for any email that claims to be from Apple or anyone else. For example, if you receive an email from your bank reporting a problem, you should call them with a known number or access their known website, not by using a link or number from the email.
For the Apple email claiming there are charges on your account, it is simple to verify by checking your Purchase History:

Because these messages are delivered by either your cellular provider or your email provider, neither of which Apple has ANY control over. Apple makes the phone. But they don't deliver communications to the phone.
Apple doesn't "allow" it.
Apple is not a law enforcement agency. Apple does not have control over the Internet.
Criminals are going to criminal.
You have no idea whether Apple has issued a cease & desist or not. Even if they did, it's probable that the criminals doing the advertising aren't even in the US.
Apple wouldn’t, if you were talking about a handful of impersonators with fixed return addresses. Apple would likely send lawyers to eat the impersonators alive.
However, with zillions of scammers who are constantly playing a game of Whack a Mole, often from foreign countries, it is much, much harder to get the miscreants to stop, or to bring them to justice.
Even cellular providers and e-mail providers find it difficult to stop all of the spams and scams.
Our communications networks are designed for delivering messages – rather than for blocking their delivery. It is very cheap to deliver bulk messages these days. Unfortunately, many criminals have taken note of that.
There are literally millions of these scams and more pop up every day. There is no way Apple could possibly keep up with all of them.

What makes you think that people who are engaging in an illegal activity would pay any attention to a cease & desist order? That is, of course, assuming anyone could serve them with it. Most of these scammers are operating outside of the U.S.
