I was looking at the stolen device protection and I accidentally changed the security to delay to (always) and would like to change it back to (away from familiar locations) and it’s not letting me it says the delay is an hour long and I want to change it back

You will have to wait the 1 hour security delay to change it, that’s how it works. There is no way around that.
Think about it this way, someone knows your passcode and steals your iPhone, and is trying to make critical changes to it. This security delay gives you time to secure your account and prevent it.
