Who is the carrier? Are you a current customer of the carrier?

Only the carrier can unlock the phone, but they will only do this if you are their customer.

If you are saying that you bought a phone that was carrier locked, the carrier will not unlock the phone because you are not their customer.

Best to return the phone for a refund in that case, since the phone will be useless to you otherwise.
