Yes, “Allow Siri When Locked” is turned on. Never was an issue until about a week ago when Siri started telling me to unlock phone first. I’m still able to send and receive texts using Siri when iPhone is locked so this is confusing.
I use Siri a lot when I’m wearing my AirPods and accessing my iPhone (to unlocked it) is challenging.

If Siri needs access to the content of your iPhone it will be necessary for the device to be unlocked. That means if you say “Siri, call my brother” Siri needs to access your contacts to get your brother’s phone number, and thus, the phone needs to be unlocked for Contacts lookup.
If your request does not require accessing protected information then Siri can respond without unlocking the iPhone.
What you say makes sense, however, How is Siri able to send a text to a contact without unlocking my iPhone (which I am able to do)? And I’ve been using my AirPods to have Siri make phone calls in the past WITHOUT having to unlock my iPhone. So what happened? Is there a setting on my iPhone which somehow got changed? Thanks.
you send a text to someone you have texted before Siri does not need to access contacts. And your AirPods are paired with your iPhone, so Siri “knows” you own the phone. Nothing has changed, it has always been worked this way.
