After taking g the battery out the prescribed five times, the air tag still does not connect. It is a new tag.

That's a pretty good indication that the reset did not take. Are you sure you are using batteries that don't have a bitterant coating? These could be a culprit if you are.
Are you saying that, after removing/reinserting the AirTag's battery a total of five times, with each time the tag beeped (with the last beep making a different sound,) your iPhone could not recognize the tag?
Yes, it would not connect. I had another one that took 10 times and it is working now. I am still working on the other one. Oh, and I never heard a different sound on the fifth try…the sounds were the same.
