why can't i allow apps in content and privacy restrictions
For whatever reason, in Content and Privacy Restrictions > App Store, Media, Web & Games > Apps, the only available option is Don’t Allow. Why?

Your device is probably controlled by a profile from an enterprise or education institution. Go to Settings > General > VPN & Device Management to see if any profile is installed.
If you see one, talk to the issuer of this profile to confirm that they lock those settings.
