Trying to download Apple migration assistant
I have installed and uninstalled the migration assistant many times but it will not download load to my computer

FWIW, that doesn't make much sense. Migration Assistant comes with macOS and can't be installed and uninstalled. Unless you are talking about Windows Migration Assistant which has to be downloaded to a PC.
