Backup First to a Computer:

When it comes to updating an iPhone, aside from WiFi or a Computer, your only other option is to use Cellular(for certain iPhone models). If of not success, try this once more, this time using a computer, with Ethernet connected.

The chances of finding someone here still running the ios version of 4 years ago seems really slim. There's no way for anyone to even go back from 18 to 17. If you can't find some image easily online, I'd recommend you consider something else for the project.

I dug a bit into it, and saw an alleged site that claims they have them. But don’t trust adding emojis from a third-party. It could lead to a scam. So, if things seem missing, contact Apple Support.
Googling this, lots is asked in the Apple Community about this, and it seems on some occurrences, they were not installed for some. So, you’re no the only one. If you didn’t get them, then my only other thought would be to….
