Setting up new phone without old phone

I lost my old phone and had to wait to reset my apple ID password for my new phone. Once able to reset my password I logged in on my new phone but very little transfered/updated. My notes and passwords are available, but my contacts, my apps, and very few pictures came back. Did I do something wrong?

Transferring data from broken iPhone SE to iPhone 10S using Apple ID I am not that knowledgeable in Apple devices so I really need help to understand this process. how do i recover information off of an old phone that i forgot the apple id on, to my current phone without losing any info off of either of them? I left my old iphone in an uber and never got it back. when i went to get a new phone, i went to at&t. i couldn't remember my apple id so the person helping me had me do a new one. none of the info came over to my new phone. pretty sure i didn't have it backed up on any icloud account (i could be wrong on that). anyway how do i recover all my pictures and info from that phone and get it to my current phone without losing any info from either of them?

Did you restore from a backup of the old phone?

I had to choose "set up without old device" and log into an old iCloud account initially, while I waited for my password to be reset. Once reset I logged out of my old iCloud account and into my current one.
