when making payments, phone uses apple pay instead of card.

when i make an online payment, it always goes to apple pay. in the wallet app, i've moved my venmo card to the front. still nothing. when i deactivated apple pay in settings, it still went to apple pay. i want to use my venmo card for payments. its not insufficient funds either. i had 2 cents on my apple pay and more on my venmo.
