I have an applewatch 10 and trying to reply to a text in an app, keyboard won’t come up and says “

Correct you type on your iPhone and it sends it to your watch.
When you use the keyboard it sends a notification to your phone that when tapped opens up the keyboard and you type.
The keyboard on the watch it's self is not available in all languages

It seems, that on your iPhone in Settings/Notifications/Apple Watch keyboard is enabled.
If you bring your iPhone near the Apple Watch, you will get this message on your iPhone, asking, if you want to use the iOS keyboard to type and send the text to the Apple Watch.
Are you see this screen on your watch when trying to type?
Tap on the scribble icon in the right corner to get back to the icons for all input options:
After that tap on the keyboard icon to bring up the keyboard.
And the watch should remember your input method for the next time.
Did you try to disable the watch keyboard option for the iPhone on your iPhone in Settings/Notifications/Apple Watch keyboard?
That doesn’t work. I get all 4 options but when I tap keyboard it tells me to use the phone.
