Why cant Apple install seperate volume control for message and ringsignal, I want to have louder message signal than ringing signal.

I think that the standard features do not allow that. However, you might consider changing the ring and alert tones by going to Settings > Sounds & Haptics and experimenting with different tones. Some are more noticeable than others.
