How can I change the primary e-mail on a developer account which claims to have stolen device protection?

I have an Apple Account that I only use for AppStoreConnect etc.

On this account I want to change my primary login (because I have a new domain). But when I log into this account on the web it won't allow me to remove the old primary address because Stolen Device Protection is enabled. This is surprising because (until my attempts to fix this) I've never used this account to log into a device like an iPhone of Mac.

Since then I have used this account to log into my Mac, but that seems to have made my problem worse because now that Mac is deemed a 'trusted device' for 2FA.

Does anyone know how this account is linked to certain devices? And more importantly, how I can undo this link as to be able to change the primary e-mailaddress?

PS: I have tried disabling stolen device protection on one of the devices and try and change the address, didn't work.

After contacting Apple Support the only real solution was to login to an iPhone with the developer account. Even though Stolen Device Protection was already off on the device, it did allow me to easily remove all other devices from the account. After that, changing the primary address worked as you'd expect.

So it is possible, but you'll need an iPhone to make it work.
