Why does my Apple Watch trigger Fall Detection during workouts?

Fall detection in the iPhone Watch App - if turned on - has an “always on” setting, or an “only during workouts” setting. I’ve given feedback to the apple.com/feedback to add “always, except for during workouts”.

This is because my Apple Watch gives the fall alert, prompting an emergency call, whenever I put pressure on a straight watch arm, like for a push up for example. This is very annoying because the cancel is smaller and at the top and I have to stop what I’m doing to cancel the alerts. Going to Apple chat a while back, a helpful rep told me that “only during workouts” was less sensitive and would handle this better. So I set up a reminder to turn this setting on before class and off (to always on) after. But even that setting didn’t prevent Fall Detection from interfering in my workouts. So then, I started turning Fall Detection OFF before class and back on afterward - BTW, haven’t found a shortcut for that - . But this week I noticed that with fall detection turned off - see first screenshot, the Watch STILL activated upon a push up during my class (2nd screenshot).

What the heck is going on? Is the Apple Watch not saving my settings from the Watch app? Doing a test, I found the SOS setting on the watch itself and when I turned off fall detection in the Watch app, it immediately picked that on on the Watch itself. Is there some deeper programming that isn’t being disabled?
