I need to update my iphone 8 from ios 16.7 to ios 17.0 in order from me to download apps i want? and because it is already up to date it wont do it.

You do not update an iPhone 8 to iOS 17. The iPhone X is not compatible with iOS 17 and above, and will never offer them to you. For it, iOS 16 is the end of the line.
If iOS 16 is not good enough, you will need to buy a newer iPhone that is compatible with iOS 18. An iPhone 15 or 16 series phone might be a good choice, since those phones likely have years of updates ahead of them. (Note that only 15 Pro, 15 Pro Max, and 16-series phones support Apple Intelligence.)
