Developer enrollment - "Your Purchase Could Not Be Completed"

I'm enrolling developer program as an organization from the Apple Developer App.

The problem: I added my company's VISA card in Settings -> Payments & Shipping. But when I pressed Subscribe in the Developer App and selected that payment method, it said "Your Purchase Could Not Be Completed".

What I tried to do:

• I tried to purchase via the developer website, but the order is not processed either (just received an email of "Order Acknowledgement" and nothing happened after that). I'm pretty sure that there's no problem with the card because I've used it to renew other accounts multiple times.
• I contacted Apple Developer support but all they told me to do was to cancel my enrollment and try a new one
• I repeated the process: enroll -> purchase -> cancel several times but no luck

If any one had met this problem, please kindly help me to resolve it.
