Cellular and WiFi are turned off but safari still working

I have cellular data and WiFi turned off on my phone. I only turn it on when I want to access certain apps and then turn it back off. Normally it will prompt me to turn cellular data back on to search on the web. I noticed this morning that it didn’t prompt me to turn on cellular data and went straight to safari to do a search and it allowed it to go through. (WiFi is not enabled on the phone). I tried a different website just in case that I had never been on and it allowed the page to load.

How are you turning off Wi-Fi? If you are touching the Wi-Fi button in the control center that does NOT turn off Wi-Fi, it only disconnects from the current network, and it will turn back on the next morning. To actually turn off Wi-Fi you must open Settings and turning off Wi-Fi there.

You probably have reasons to turn off Wi-Fi and mobile data, but if you do it means that if your phone is lost you will not be able to track it.
