Yes, my husband is on my find my friend and he lost his phone and I’m trying to help him although it’s not saved as a contact. It’s just his iCloud I guess.

Go to icloud.com/find, sign in with their Apple Account credentials, if they are asked for a verification code to their iPhone which they wouldn’t be able to get, then tap the Find Devices button instead, which doesn’t require the code.
if it was me then I would go to www.icloud.com and login with his appleID and password and use find my iphone from there
