How to clean trash from old ios15 ipad
Iherited an old iPad but all the cleaners want ios16 or greater what can I do?

So called "cleaner" Apps are a total waste of money. They have no value whatsoever in managing your iPad.
Before attempting to reset this iPad, ensure that you have disabled the Activation Lock that will otherwise prevent reuse of the iPad:
Settings > [Your Name / AppleID] > Find My > Find My iPad - set to OFF
You can simply and effectively completely erase/reset your iPad from settings:
Settings > General > Transfer or Reset iPad > Erase All Content & Settings
