Apps missing after restarting Apple TV and unable to redownload them
I had to restart my apple tv 3rd gen and i lost all my apps. and there is now no place to redownload them

The original Apple TV 3rd generation from 2012 never had apps nor an App Store.
It had server pushed channels which given the age of the Apple TV are now for the most part unsupported by their providers and as such removed automatically.
