The iPhone 7 Plus cannot update to iOS 16 – let alone to iOS 17.
If this is about UPI payments in India, it appears that NPCI (National Payments Corporation of India, the outfit that runs UPI) has made the rule that all UPI payments on iPhones must be on iOS 17 or higher. They have – in effect – made a decision to abandon older phones like your iPhone 7 Plus.
If you want to make or receive such payments on a phone, you will have to get a new phone.
