I cannot reset my Apple account password on my school iPad. It says I need to contact my administrator but I do not know who that is. Is there another way I can fix it? Because I cannot make a new one because I do not have a verify phone number can I fix this?

Let your school know. There is nothing you will be able to do with a managed device as indicated by the message you received. Your school will know how to solve the problem as they would have an IT department that set it up in the first place.
