How can I restore the 'off' setting on my AirPods Pro for noise control?

Before, my use of AirPods pro was normal. Then I did a "forget device" on my AirPods pro and then reconnected them. But I was confused because in the "control noise" menu, there was no "off" option, only anc, transparency, and adaptive. Why is this happening? Is there any solution to this problem? Thank you very much.

Settings > Bluetooth > Tap the "info" icon next to your AirPods name > Scroll all the way down until you find a setting called "Off Listening Mode"
