How can I enable my Media & Purchases Account in the App Store?

Says tap continue to reactivate account. No continue button. This is me posting for other people to have an answer:

answer: for me, it was because I was using a debit card and not a credit card. Apple did not tell me this was and issue, just no continue button. This needs improvement.
