The screen on my iPad has just added a pattern of dots. Yesterday it was OK but when I turned it on this morning these dots appeared. I had changed nothing.
They appear on any app such Mail, Safari etc
Should the background near an individual spot be dark the spot becomes white!!
Any ideas?

You appear to have activated Vehicle Motion Cues - this being a new feature introduced with iOS/iPadOS 18.
This feature is easily disabled from your iPad (or iPhone) Accessibility settings:
Settings > Accessibility > Motion > Show Vehicle Motion Cues - set to OFF
