I installed the 15.4 update. After my Mac restarted the color I had for the desktop went away. Now my desktop background is white. I can go to wallpaper and select pre-created colors. When I click on the button with a plus sign in colors the control panel pops up a color select dialog. I can create a color I like but I can't make it the desk top color. How can I do this?

Looks like this is fixed in 15.4.1, which came out today.
I was using one of the listed colors, and when I installed the update it reverted to a landscape wallpaper (I think Sequoia Sunrise). I went into system settings and was able to replace with a custom color.

Fixed in the 15.4.1 update released today.
One workaround is to create a solid block of color in Word (or any similar program), take a screenshot, and then use the Add Photo option in the Wallpaper system preferences to set it. Worked perfectly for me!
J Browne's solution works for me, too. You can set a custom colour only by creating an image which is entirely that colour, and set that image as your wallpaper.

So, you think you're showing Apple who's the boss by refusing to create a small image in less than two minutes. Hmm.
It really is as simple as using any app that can display the color you want, pressing Command+Shift+4 to cut out a tiny screen shot of that color and then putting the image in the Pictures folder of your account.
Wallpaper custom color now works in 15.4.1 update. You have to scroll all the way down to "colors" in the wallpaper menu and click on "+" which opens a color picker palette. drag your color to the little palette box to save it.

Of course there is. You can make your tiny image in any image format the OS will recognize to use as wallpaper. And a screen shot by default is a PNG, not JPEG.
Despite your claim, I'm using a small, gray tint PNG now as my wallpaper. Looks exactly the same as the tint I had set before.

I spend enough time sorting out my Mac to how I want it, and really do not need anyone altering my choices.

yea its broken - had to make up a image in photoshop to get my 50% grey back

Which indicates you hadn't read the other responses, or you would have followed the link to the topic that explains a few ways to create a small image of the tint you want, and how to apply it. Which means you wouldn't have needed to post your reply. Except maybe to say, "Thanks for the link. Just what I needed to know."

I was so hesitant to update today, a Monday, at the beginning of my work week. hahaha.
I can select the preset colors they give you, black, blue, etc., but it ignores my custom color setting. I used a JPEG of gray as suggested by others.
Looking at the user discussions this has been FUBAR since 15.1. Seriously Apple?
Same issue here. Everything was working now the wallpaper BG is always white if I select a custom a color.
This is why it's never really worth it to update. More things break than get fixed.
The wallpaper color working correctly is a foundation feature and it is wild to see this kind of feature not working. Should have been solved decades ago.
Yes you can screenshot a solid color but that's not a permanent solution.
