You can see if running…
softwareupdate --fetch-full-installer --full-installer-version 15.4
in the Terminal works.
The update, not the full version, of 15.4 was about 6.17 GB on 1 M4 and 1 M3 that I updated
You may consider the suggestion from @dailabrain for the Full Version
From M2 machine and just finished the last machine for an update
It said "Scanning" but after a minute nothing had happened.

FWIW, you have to be on a Mac that can install Sequoia.
This is what I have got after 15 minutes. I have not told it to install anything?
Installing in this case means downloading. The installer will be in the Applications folder.
