The Turn OFF page of my iPhone 11 includes two options:(1) "Slide to Turn OFF" which turns the phone OFF, and (2) "SOS Emergency Call - slide to call emergency system services" which I assume dials 911.
Is there a way to remove the second option (dial 911) and have a page that simply offers an option to Turn Off the phone and nothing else?

No, the emergency call option cannot be removed. It dials whatever the emergency number is correct for where you are located, so 911 in the North American Numbering Plan, but different for most other countries. 999 (obsolete, but still supported) in UK, 112 in UK, EU and many other countries.

You can't do that either. It's built into the operating system and is where Apple intended it to be. iOS is not user configurable.

No, I'm not aware of any way you can remove it. And this is likely due to the needs of someone who may be in a real emergency. Imagine if your life was in danger and you had turned this off? It wouldn't be a good thing, tbh. You'd have to ask Apple their rationale on this as this is a user to user only forum.
