Remove "Emergency Call" option from Turn OFF page of iPhone 11

The Turn OFF page of my iPhone 11 includes two options:(1) "Slide to Turn OFF" which turns the phone OFF, and (2) "SOS Emergency Call - slide to call emergency system services" which I assume dials 911.


Is there a way to remove the second option (dial 911) and have a page that simply offers an option to Turn Off the phone and nothing else?

No, the emergency call option cannot be removed. It dials whatever the emergency number is correct for where you are located, so 911 in the North American Numbering Plan, but different for most other countries. 999 (obsolete, but still supported) in UK, 112 in UK, EU and many other countries.

Why? If I am not paying full attention when I turn OFF the iPhone, I worry that my finger may inadvertently "drag" the lower option and dial 911.

You can't do that either. It's built into the operating system and is where Apple intended it to be. iOS is not user configurable.
