I have AT&T service and upgraded my phone from a iPhone 14 to iPhone 16 Pro. Neither the techs at the AT&T Store or the technicians at the Apple Store could retrieve my old photos that want to share. They were saved to my iCloud over time. Is it possible to recover those photos to my new iPhone.

So yes , absolutely it is possible . Please make sure you have access to the Apple account of the account which was logged in your old iPhone. Once you have access to it , you can sign in to the new iPhone and the photos will sync to the iPhone from iCloud.
Please make sure that the photos you are looking to retrieve is already uploaded to the iCloud.
Any photo that you sync to iCloud is available at iCloud.com or on any device that you sync with iCloud.
