Why won't my child's Apple Watch SE connect to my iPhone?

I’m trying to connect my old Apple Watch SE to my phone for my child and it doesn’t connect. I noticed it states an Apple Watch with GPS + Cellular, Apple Watch SE, or Apple Watch Series 4 or later are compatible with this feature. After numerous attempts, it does not connect. Any idea what I could do?
