How can I get my iPhone to start uploading photos to iCloud? Sometimes it will be 12-18 hours before my photos show up.

I take it that your photos are uploading, it is just that it takes 12-18 hours to show up on iCloud.com. What you can do is to make sure that the iPhone is charging and connected to decent wifi - this will upload all the photos that are not uploaded yet. When your iPhone is on battery, iOS pauses the upload (unless you manually force it to upload) to conserve battery charge.

Good luck.
