The title, and the body seem to contradict each other.
To set up the device so the screen shuts down, as per the title, go to: Settings > Display & Brightness > Auto Lock. Now, pick a time for how long the display should remain on, before it turns off and locks the iPhone. Choosing “Never” will cause the display to not turn off, unless you manually lock your iPhone.
As per the body, please go to: Settings > Face ID & Passcode. Now, scroll down, and ensure “Attention Aware Features” is enabled. This will not allow the device to lock while you look at it. It will also do other things such as lowering the volume of incoming calls, alarms, etc. while you are looking at the device.

You can set Auto-Lock to 30 seconds, but that’s as far as it gets.
