Your drive appears to be formatted with ExFAT and probably has Master Boot Record as the partition scheme.

If you want to partition the drive you'll first need to erase it.

1) Select "Show All Devices" in Disk Utility's View menu.

2) Select the parent device - maximin (?) -, not the volume "YUSUFCELEBI".

3) Click Erase, change the partition scheme to GUID, select APFS as the format, give the drive a name and click Erase.

If you intend to use this drive interchangeably with a PC, erase it and select GUID as the scheme and ExFAT as the format.

Once erased and formatted with APFS, partitions are referred to as "containers" and future repartitioning becomes unnecessary. Within any container you can simply add or remove "APFS volumes" if you wish to create separated storage areas.
