I guess the best way to describe what’s going on is today I was having a phone conversation that was very staticy and when the call was dropped, the retry Insta failed. I found that when I have this problem the only way to fix it is to restart the phone. When I restart, it allows me to make calls with clear connections and no static.

Have you talked to your cellular service provider about the issue? I’ve had similar symptoms and I call AT&T’s support team and they are able to reset several functions on their end and it resolves the static issues, dropped calls etc.
Not dependent on cell provider.... seen across ATT, TMobile, and Verizon in our family. And with everything > iPhone 13. Much worse since 18.4.1... and CarPlay and Robokiller also seem to exacerbate.
It could be a cellular issue and until cellular provider is ruled out there’s no point in troubleshooting the minimal Apple software involved. The software running on the modem is supplied by the carrier.
Apple writes the firmware for the modems and if it was a firmware issue, virtually every iPhone would be affected. That’s simply not the case.
Timing and provider differences prove you wrong. Please don’t reply to messages like this unless you have something to actually add. It’s probably a collision of a security fix or fixes. It’s a bug no big deal. They happen. And to add - this is happening in the southeast as well. I’m in California.
workaround: turn on and off airplane mode
That’s a possible solution too. It’s not up to you to decide who replies to a post, especially when you didn’t start it. I gave a solution that’s worked for multiple posters in this community. One solution doesn’t fit all users, so your contributions are welcome also. If my suggestions don’t work for you, move along.
