Why is my iPhone not ringing for incoming calls?
phone volume is turned up.

incoming calls do not ring.

When you open Settings > Sounds & Haptics > Ringtone - Do you have one selected for phone calls?
Another place to check: Settings > Apps > Phone - is Silence Unknown Callers turned on? If yes, turn it off.
