It could mean that you set an alarm or a timer and it’s vibrating or you could have a incoming call and it vibrates as well if that’s not the case I suggest unparing Apple Watch an repairing with your iPhone
steps on how to reset Apple Watch
1 open the Apple Watch app
2 tap on all watches then tap the I icon next to your connected watch then enter your Apple account password and set it up as new watch
