I understand that I need to turn off sync on Photos app from my laptop, mac mini and iphone. I think I have done that, but there are still over 1,500 photos on my iPhone that I can't get rid of and my storage is always full because of it.
How can I get rid of these?

How have you been syncing?
Manually, from the Finder on your Mac?
To delete synced photos from your iPhone you have to sync again, but with no album selected. The most recent sync will replace the manually synced photos.
If you have been syncing with iCloud Photos, keep iCloud Photos turned oof, then do as muguy advised.
Open photos
select all
select delete all
