When I connect my iphone 16 pro with Beats solo 4 headphone via bluetooth, then siri can listen to anyone's voice. But when I disconnect from headphones, then siri only listen my voice, which looks fine..
But with bluetooth headphone it can listen to anyone's voice. I think this seems to me security issue.

On iPhone, Siri can't be configured to listen to your voice ONLY. It has never been configurable on iPhone that way.

Siri doesn’t listen unless you say “Siri” or “Hey Siri” or long hold the side/lock button. So unless someone is doing that, Siri will not be listening.
