I am looking to get a snow/rain effect overlap on my wallpaper and Lock Screen. I don’t want to use a separate app to create this effect, and I want to overlap the rain/snow on my own pictures similar to google phones. Does Apple have an app or the capability to do this?

That is not a supported feature on iPhone. If you don't want to look for an app which might offer such a feature, then you'll have to forgo the feature you seek.

Not that I’m aware of. Your best bet is to search on the App Store for any third-party wallpaper apps that can provide those effects.
