How to allow calls and texts from specific people in 'Work Focus' on iPhone?

in Work Focus I only want calls and texts to come from the people i choose. I'm confused by the difference between "People" and "Apps". If I want calls and texts to alert me when my phone is in my pocket, but only from those people that I choose, do I need to "allow" the phone app, and the messages app? I have already "Allow Calls From Allowed People Only"
