Why is my new iPhone 16 Pro Max not recognized by laptop via USB-C to USB-C cable?

I purchased a new Iphone 16 Pro Max to replace my Iphone 11 Pro Max. I used the included USB-C to USB-C cable to try to connect my phone to my laptop and nothing happens. Laptop does not see the Iphone and no charging. My old phone connects fine with the USB-C to lightning cable. Is the USB-C that is included with the Iphone not compatible or is there another reason the laptop is not connecting with the Iphone 16?
