AFAIK, Apple officially states that the Apple Pencil (2nd gen) should get around 12 hours of continuous use, which assumes active drawing or writing. Tapping and scrolling are lower-power tasks, so you’d reasonably expect even better performance in your usage case. If you’re seeing a 30% drop after only two hours of light use, that does appear like it's draining faster than it should.
Given that the first one from that seller was totally dead, and now this one underperforms significantly, it raises a red flag. It's possible this Pencil has been sitting in storage discharged for months, which is really bad for those tiny lithium-ion cells. Apple doesn’t offer an official battery health checker for the Pencil, which makes diagnosing this tricky. But in practice, I’ve seen well-functioning Apple Pencils (2nd gen) retain 85–90% after a couple of hours of light use. Mine gets close to 10–11 hours on actual drawing, and scrolling around barely makes a dent.
If you're within the return or warranty window, I’d seriously consider exchanging it again or going straight to Apple for support this time. You might just be getting hit with old stock that hasn't been properly stored.
